BOISE, Idaho — Texas has become synonymous with America’s artificial intelligence boom, but another deep-red state is positioning itself as an unexpected contender for billions of dollars in AI investment.

Idaho is increasingly attracting attention from developers looking to build the massive data centers needed to power artificial intelligence. The state’s combination of available land, energy resources, business-friendly policies and relatively low taxes could give it an advantage as demand for AI infrastructure continues to surge.

The shift comes as several states that once aggressively courted data centers are reconsidering their incentives amid concerns about electricity demand, water consumption and the cost of tax breaks. Recent reporting shows states including Ohio are now facing growing political pressure over the billions of dollars in incentives offered to data-center developers.

Idaho targets the AI infrastructure boom

The rapid expansion of generative AI has created an enormous demand for computing power.

Technology companies need increasingly large data centers filled with specialized processors to train and operate AI systems. That infrastructure requires vast amounts of electricity, making access to reliable and affordable power one of the most important factors in deciding where new facilities are built.

Idaho is seeking to capitalize on those requirements.

The state’s Republican leadership has promoted an economic environment designed to attract major investments while emphasizing its energy resources and large areas of available land.

That could become increasingly valuable as traditional data-center hubs encounter higher costs and growing resistance from local communities.

Texas isn’t the only AI destination

Texas remains one of the country’s most important data-center markets, thanks to its large energy sector, extensive land availability and business-friendly regulatory environment.

But the AI boom is creating competition among states.

Data centers are already concentrated in a relatively small number of U.S. states, with Virginia and Texas among the largest hubs. At the same time, the industry’s rapid expansion is prompting communities and lawmakers to reconsider whether the economic benefits justify the infrastructure demands.

The result could be a reshuffling of the U.S. data-center map.

States capable of providing large amounts of electricity, land and favorable regulations could attract projects worth billions of dollars.

AI boom creates a new economic race

The stakes are enormous.

Goldman Sachs recently projected that the AI infrastructure buildout could involve roughly $7.6 trillion in capital spending between 2026 and 2031, covering areas such as computing infrastructure, data centers and power generation.

That spending represents a major opportunity for states hoping to attract new construction, investment and associated economic activity.

However, the competition is no longer simply about offering tax incentives.

AI data centers require enormous amounts of electricity, and developers are increasingly looking for locations where power can be brought online quickly and reliably.

Research published this month also highlighted the growing strain AI data centers are placing on electricity systems, with rapid growth in data-center demand creating challenges for the U.S. power grid.

States are starting to rethink data-center incentives

Idaho’s opportunity comes at a moment when some states are becoming more cautious about the data-center rush.

Ohio, for example, has paused new applications for a major sales-tax exemption after the value of the incentive surged to more than $1.5 billion in 2025. Lawmakers there are debating whether existing agreements should be renegotiated or repealed.

More than 10 states have reportedly halted or reconsidered similar incentives as concerns grow about electricity use, environmental impacts and whether data centers generate enough jobs to justify the public subsidies.

That backlash could benefit states that can attract AI investment without relying as heavily on costly incentives.

Idaho bets on being the next AI powerhouse

For Idaho, the AI boom represents an opportunity to diversify its economy and attract a new generation of high-tech investment.

The state’s challenge will be balancing economic growth with the infrastructure demands that accompany massive data centers. Electricity availability, water use, grid capacity and local opposition could all influence whether planned projects ultimately move forward.

The broader trend, however, is clear: AI is creating a nationwide competition for land, power and investment.

Texas may remain a dominant player, but Idaho is betting that its combination of resources and business-friendly policies can make it one of the next major beneficiaries of America’s AI infrastructure boom.

As technology companies race to build the computing capacity needed for the next generation of artificial intelligence, the biggest winners may ultimately be the states capable of supplying something AI cannot run without: enormous amounts of reliable power.
