WASHINGTON — A firestorm of public outrage has erupted across social media following the release of detailed provisions inside new legislation introduced by Rep. Ilhan Omar, D-Minn., aimed at dismantling federal immigration enforcement and redirecting tens of billions of dollars out of agency budgets.

Titled the Make ICE Pay Act, the bill introduced by Omar seeks to claw back and defund roughly $140 billion previously allocated to U.S. Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP).

The legislation proposes stripping those funds from federal law enforcement and reallocating them as direct grants to cities, local governments, non-profit groups, and small businesses in areas that experienced immigration enforcement operations under the Trump administration.

Outrage ignites over bill specifics

As details of the bill circulated online, critics quickly condemned the measure, with commentators and conservative lawmakers labeling the proposal “un-American” and an unprecedented attack on national security and law enforcement personnel.

The pushback centered on provisions that would not only block future ICE operations, but also establish federally funded “truth-telling” commissions, inquiry panels, and official public memorialization projects dedicated to recording the economic and social impacts of federal immigration raids.

“Stripping law enforcement agencies of funds to pay out grants while treating legal border enforcement like a catastrophe is completely un-American,” wrote one online critic, echoing widespread reactions across political forums.

Omar defends legislation as ‘moral necessity’

Defending the bill, Omar argued that federal enforcement actions—including “Operation Metro Surge” in her home state of Minnesota—inflicted severe economic and social strain on local communities.

“For over a year, ICE has been tearing through our nation, leading campaigns that have caused devastating damage to our cities, to our businesses, and to the lives of our constituents,” Omar said in a statement. “We have a moral responsibility to end this abuse of power. Our bill will force ICE to pay the price for the damage they’ve left in their wake.”

The bill has drawn several progressive co-sponsors, including Reps. Rashida Tlaib, D-Mich., and Chuy García, D-Ill.

However, with Republicans holding the majority in the House, congressional analysts note the measure faces virtually zero probability of passing, serving instead as a lightning rod in the ongoing political battle over border security and federal law enforcement authority.
