DALLAS — President Donald Trump stunned supporters during the opening night of the Republican Party’s first-ever midterm convention, promising a potential $5,000 cash payment to every adult American if Republicans retain control of Congress in the November elections.
Trump made the unprecedented pledge Wednesday night while delivering the keynote address at the GOP gathering in Dallas, Texas. He called the proposed payment a “Trump dividend” and linked it directly to Republican success in the House and Senate.
“If the Republicans win the House of Representatives and the United States Senate, both of them,” Trump said, he would issue a $5,000 dividend to every adult citizen, describing it as similar to a cash distribution made by a successful company to its shareholders.
The striking proposal quickly became the defining moment of the first night of the GOP convention, overshadowing much of Trump’s broader campaign message.
Trump urges voters to treat midterms like he is on ballot
Trump also sought to make the 2026 midterm elections a referendum on his presidency, telling Republican supporters to act as though he himself were running.
He argued that incumbent presidents typically face significant losses during midterm elections and urged Republicans to prevent that pattern from repeating.
“I’m asking you to pretend that I’m on the ballot,” Trump said.
The president warned that Republicans could lose major portions of his agenda if Democrats take control of either chamber of Congress, pointing specifically to tax cuts, border policy and public safety.
The convention comes as Republicans attempt to protect their congressional majorities ahead of the November elections. Trump has pledged to campaign in a series of competitive House and Senate races as the party works to energize its base.
Questions emerge over the proposed $5,000 payment
Trump did not provide a detailed financing plan for the proposed dividend during his speech. Independent estimates reported by major news organizations suggest that distributing $5,000 to every eligible adult could cost well over $1 trillion.
Vice President JD Vance later suggested that the payment could potentially be limited to Americans below a certain income threshold and discussed tariff revenue as a possible source of funding.
Economists and fiscal policy analysts have questioned whether tariff collections would be sufficient to finance a program of that scale, particularly while the federal government continues to run substantial deficits.
The proposal would also require congressional action before any payments could be distributed.
Trump doubles down on GOP campaign message
Beyond the cash pledge, Trump used the Dallas appearance to highlight his administration’s economic agenda, including tax changes affecting tips, overtime and Social Security.
He also attacked Democratic candidates and warned that a Democratic takeover of Congress could reverse Republican policies on immigration, taxation and public safety.
The president additionally defended his administration’s approach to the conflict in Iran and addressed concerns about rising energy prices, arguing that his decisions were necessary to prevent Iran from obtaining a nuclear weapon.
Trump’s unusually prominent role at the convention underscores the degree to which the 2026 midterms have become intertwined with his presidency.
