Houston Texans linebacker Azeez Al-Shaair has been fined by the NFL for the second time this year after displaying an unauthorized message on his eye black during the team’s season opener.
Al-Shaair wrote “Hind Rajab” across his eye black during Houston’s 36-31 loss to the Buffalo Bills on Sept. 13. The message honored a five-year-old Palestinian girl who was killed in Gaza in 2024. According to reports, the NFL fined Al-Shaair $11,492 for violating its rules governing personal messages displayed by players on game day.
NFL rule puts focus on personal messages
The fine is tied to the league’s uniform and equipment regulations rather than the specific political or humanitarian viewpoint expressed by the message.
NFL Rule 6, Section 4, Article 8 prohibits players from displaying personal messages in writing or illustrations during periods when they are visible to the stadium or television audience unless the message has received advance approval from the league.
That distinction is significant because Al-Shaair had already been penalized under the same rule earlier in 2026.
Second eye black fine for Al-Shaair
In January, the Texans linebacker was fined $11,593 after wearing eye black bearing the words “Stop the genocide” during Houston’s playoff victory over the Pittsburgh Steelers.
Al-Shaair later said he intended to repeat the message during the Texans’ divisional-round game against the New England Patriots. He wore the wording during pregame, but it was not visible during the game after he said he had been warned that he could be removed if he played with the unauthorized message.
His latest fine follows the same league policy, with the NFL treating the inscription as an unauthorized personal message.
Why Al-Shaair wrote Hind Rajab’s name
Al-Shaair’s latest message was a reference to Hind Rajab, a Palestinian child whose death became a widely reported incident during the Israel-Gaza conflict.
According to Fox News, Al-Shaair’s decision to display Rajab’s name was intended as a tribute. The linebacker has previously used NFL platforms to express support for Palestinians, including participating in the league’s “My Cause My Cleats” initiative.
The circumstances surrounding Rajab’s death have been disputed. The Israel Defense Forces acknowledged in 2026 that its forces fired at the vehicle carrying Rajab and her relatives and said an investigation had been ordered.
Al-Shaair’s message draws renewed attention
The latest penalty has renewed attention on the NFL’s restrictions concerning player expressions during games.
The league has previously permitted certain approved messages and initiatives, while its rules require personal messages to receive authorization before being displayed during game-day periods covered by the policy.
For Al-Shaair, the latest $11,492 penalty marks another instance in which his decision to use his on-field visibility for a personal message has collided with the NFL’s uniform regulations.
The Texans linebacker has not indicated that the latest fine will change his willingness to speak publicly about issues involving Palestinians. His repeated use of eye black to communicate those views has instead become a recurring point of attention during his NFL career.
